Best Practices

I found these Norwegian Net Neutrality principles to be best I've read to date. They were written by the Norwegian NPT (Regulator) and their Consumer Council. The best practice can be downloaded here.
It recognises the primacy of the customer, but balances that with the need for affordable services, where busy periods need to be shared but managed. The focus on the customer and the referenecs to transparency all look very progressive.

It will be interesting to see how these workout in practice.
