Here are access points to 2 good points of reference for UK Internet Performance

From here http://www.samknows.com/broadband/pm/faq.html you can download a comprehensive report on UK ISPs. Unsure how well it deals with the change in Broadand performance during congested periods but it is a very good reference point.

From here; http://www.pnsol.com/publications.html#pmdtq Dr Neil Davies provides a mathematical grounding on UK Broadband Networks. His particular interest, obsession even, is in how networks behave during congested periods and how to assure services during the peak busy period. This is a presentation he gave to the UK regulator, Ofcom, the context being on how we go about defining and delivering a USO for Broadband. Note I work with Neil on various projects.
